Board of Supervisors Special Meeting October 14, 2003 The Board of Supervisors conducted a special meeting on Tuesday October 14, 2003 commencing at 9:00 a.m. Chairman Mr. Garris called the meeting to order. Present were Supervisors Mr. Franciscus and Mr. Doratt, also present were Mr. Pompo Township Solicitor, Mr. MacCombie Township Engineer, Mr. Lowry Township Zoning Officer/Building Inspector and members of the community.
Mr. Garris and other members of the Board waived the reading of any previous meeting minutes and the moment of silence and pledge of allegiance.
Mr. Garris turned to Mr. Pompo to explain the context an Ordinance regarding standards for institutions. Mr. Pompo stated that the old Ordinance had institution use in the R-R district and this amended Ordinance will delete the institution use in the RR district by amending sections 1002.B. and to add institutions by conditional use in the I-1 Zoning district by adding a new section 1245 to establish additional standards for institutions and by amending section 1406 to allow off premises signs in the I-1 Zoning district.
Mr. Garris made a motion, seconded by Mr. Doratt, to authorize advertisement and conduct a public hearing on November 14, 2003 at 9:00 a.m. regarding amending section 402.C.6 to delete the institution use in the RR Zoning district; by amending section 1002.B. to add institutions by conditional use in the I-1 Zoning district; by adding a new section 1245 to establish additional standards for institutions and by amending section 1406 to allow off premises signs in the I-1 Zoning district. With there being no questions from the public, the Board voting "aye", the motion passed unanimously.
Mr. Newton stated that the Planning Commission motioned to approve the Land Development Plans of Independence Way for construction of the road only contingent on a clean letter from Mr. MacCombie. Mr. Newton requested the Boards approval for the construction of Independence Way. Mr. Newton also stated that he would pay his fair share for the traffic signal that will be placed at AIM Boulevard with regards to the subdivision. Mr. MacCombie stated the traffic signal will be similar to the one just placed at Old Wilmington Road and Lincoln Highway and estimates costs at $80,000.
After discussion among the Board and Mr. MacCombie, Mr. Garris made a motion, seconded by Mr. Doratt to approve the land development plan of the construction of Independence Way road and grant a waiver from section 109.43 regarding sidewalks and a waiver from section 109.23B regarding cul-de-sacs solely for the purpose of this application and a note to be placed on the final determination of sidewalks would be made during the subdivision process contingent a clean letter from Mr. MacCombie. With there being no further business the meeting was adjourned.
